Architectural Review Committee (ARC)

The Declaration of Covenants, Conditions and Restrictions
Article V states that the purpose of the ARC is “To preserve the
architectural and aesthetic appearance” of the community and
requires that property owners apply to the Architectural Control
Committee before proceeding with any construction or improvement to
home or property. Refer to Article V of the Declaration for a
comprehensive and detailed description of this aspect of community
management. The committee is comprised of a member of the
Board and all volunteers who wish to be involved. The
committee processes ARC applications submitted by homeowners for
landscaping and home additions and projects; meets, along with the
full Board, with large-scale developers; tours the community for
infractions of the C&Rs and reports them to the chair who in turn
submits a list to the property manager who includes this information
on the ARC electronic matrix and notifies property owners of
infractions; communicates regularly; meets on an as-needed basis;
and makes recommendations to the Board. In the event of an
ongoing violation of the C&Rs or other continuing issue, the ARC and
the Board may schedule a Special Meeting for a hearing with a
property owner. The Architectural Review Committee chair
presents a monthly report at each Regular Board Meeting and a yearly
report at the Annual Meeting.
Nominating/Continuity Committee Top
The Bylaws Article IV Section C reads: The
Nominating Committee shall consist of a Chairperson, who shall be a
member of the Board of Directors, and two or more Members of the
Association. The Nominating Committee shall be appointed by
the Board of Directors prior to each Annual Meeting of Members, to
serve from the close of such Annual Meeting until the close of the
next Annual Meeting, and such appointment shall be announced at each
Annual Meeting. The Nominating Committee shall make as many
nominations for elections to the Board of Directors as it shall, in
its discretion, determine, but not less than the number of vacancies
that are to be filled. Such nominations shall be made from
among Members only.
Maintenance Committee Landscape and Irrigation

The primary responsibility of the Landscape Maintenance
Committee is to advise and assist the Board in preserving and
enhancing the physical environment of the community. This
maintenance committee is charged with overseeing the common areas
owned by CNCA and is comprised of a member of the Board and all
volunteers who wish to be involved. The committee makes
recommendations to the Board regarding landscaping and irrigation
management. The Landscape and Irrigation Maintenance chair
maintains regular contact with the landscaping and irrigation
contracted personnel, schedules meetings and community tours as
needed, may be on site when landscaping and irrigation system
service is being performed, and communicates with the property
manager regarding proposed and planned projects and the landscape
budget. The Landscape and Irrigation Maintenance Committee
chair presents a monthly report at each Regular Board Meeting and a
yearly report at the Annual Meeting.
Maintenance - Lighting, Signage, and
Structures.

This maintenance committee is responsible for overseeing
lighting in the community, including street lamps and lighting at
the main entrances and neighborhood entries; buildings; and other
community structures, including signage, fences, and entry and
neighborhood monument areas. The committee is comprised of a
member of the Board and all volunteers who wish to be involved.
The committee makes recommendations to the Board regarding the need
for maintenance, repair, replacement, and upgrades of lighting
infrastructure, buildings, and other community structures. The
Lighting, Signage, and Structures Maintenance chair maintains
regular contact with contracted personnel, schedules meetings and
community tours as needed, may be on site when services are being
performed, and communicates with the property manager regarding
proposed and planned projects and the lighting, signage, and
structures maintenance budget. The Lighting, Signage, and
Structures Maintenance Committee chair presents a monthly report at
each Regular Board Meeting and a yearly report at the Annual
Meeting.
Maintenance - Lagoons

This committee is responsible for
overseeing the lagoons and underground waterflow system, including
water pipes and risers. The committee is comprised of a member
of the Board and all volunteers who wish to be involved. The
committee makes recommendations to the Board regarding the need for
maintenance, repair, replacement, and upgrades of lagoons and lagoon
banks and access as well as related infrastructure. The Lagoon
Maintenance chair maintains regular contact with contracted
personnel and with members of the CNCA/CNCC Lagoon Subcommittee,
schedules meetings and community tours as needed, may be on site
when services are being performed, and communicates with the
property manager regarding proposed and planned projects and the
pond maintenance budget. The Lagoon Maintenance Committee
chair presents a monthly report at each Regular Board Meeting and a
yearly report at the Annual Meeting.
Documents Committee
Top
The purpose of this committee is to write original documents –
letters, policies, surveys, etc. – and to effect revision of
governing Association documents as needed. Three separate revisions
of the original Bylaws recently have been written and approved by
CNCA Members. Current campaigns are in progress for revision of the
original Declaration of Covenants, Conditions and Restrictions for
Charleston National; and for a single-item C&Rs revision for a
Transfer Fee. Consolidation into a single document of all
Declarations of Restrictions and Easements for Charleston National
has been effected, and review of a Second Draft is planned. The
committee is comprised of all members of the Board and all
volunteers who wish to be involved. The chair of the committee
submits a proposed draft to the entire Board which then meets to
evaluate, revise, and edit the draft through as many stages as are
needed until a final draft is presented to the Association members
for their review and ultimate vote.
Block Captains Program

The role of the Block Captains is to encourage Charleston
National homeowners to be active in the welfare of their community.
Block Captains serve as neighborhood contacts and support for
various activities initiated by the Board. Block Captains
contact homeowners to attend meetings, provide information on
community issues, and encourage homeowners to vote on matters of
importance to the community. A primary function of the block
captains is to encourage homeowners to attend the Annual Meeting or
to submit proxy votes or absentee ballots to ensure a quorum so that
official business can be conducted during the meeting. Contact
with homeowners is made by telephone call or by door-to-door
canvassing. The chair/s of the committee enlist volunteers
from among all homeowners so that each neighborhood is sufficiently
represented. The chair/s are responsible for developing the
format and packet of materials needed for the specific tasks and
projects engaged in by the block captains. The Block Captains
Committee chair/s present a monthly report as needed at Regular
Board Meetings and a yearly report at the Annual Meeting.
Safety/Crime
Watch Committee
Top
The Safety/Crime Watch Committee maintains regular contact with
the Town of Mount Pleasant Police Department on matters of concern
and importance to the Charleston National Community. A section on
safety in each CNCA newsletter includes information supplied by the
police department. In addition, a member of the police department
may be invited to attend the Annual Meeting to share recent crime
activities and statistics in the community, to give safety tips to
the homeowners, and to answer questions from the audience. The
committee is comprised of a member of the Board and all volunteers
who wish to be involved.
Social Committee
Top
This is a homeowner-driven committee
that serves to initiate and coordinate social activities for the
Charleston National community. The committee is comprised of all
homeowners and/or Board members who wish to be involved. Committee
members select a chairperson from among the volunteers, and the
committee functions independent of the CNCA Board of Directors and
the Country Club. The Social Committee plans activities and events,
seeks input and assistance from the CNCA/CNCC liaison, and informs
the Charleston National community of scheduled events and activities
through flyers and CNCC newsletter announcements. Activities and
events are held at Country Club facilities, including the Clubhouse
and the Fitness Center Building. The plan has been for the committee
to work with a member of the Board of Directors in planning for an
annual New Members Social to be held at the Clubhouse each Fall.
Budget limitations have prevented this last goal from being
implemented.
Holiday Decorations Subcommittee of
Lighting, Signage, and Structures Committee
Top
The purpose of this subcommittee is to
oversee the decorating of the Charleston National Community during
the holiday season. The subcommittee is comprised of a member
of the Board and all volunteers who wish to be involved.
Committee members inventory and assess the condition of current
holiday decorations, decide on the desired look and style of
decorations for the community, arrange for the purchase of new or
replacement items, oversee the installation of the decorations at
the two entry areas and all neighborhood entries, and ensure that
all decorations are properly stored after use in The Estates guard
house. Holiday decorations normally are installed the week
after the Thanksgiving weekend and removed the first week of the new
year.
Legal Committee
Top
This committee was created by the Board of Directors in 2006 to
address the current lawsuit over the CN 11 project and any future
litigious situations that may occur. A formal description of this
committee has not been written as of this time.
Traffic Committee
Top
This committee was created by the Board of Directors in 2006 to
address the issues of traffic and development in the northern area
of the town. The chair of this committee meets and communicates with
Town Council, the Town Transportation Department, and area
developers. A formal description of this committee has not been
written as of this time.
