New Construction Work Schedule Requirements and Construction Site Guidelines.  

New Construction Work Schedule Requirements

1.
Upon issuance of a Charleston National building permit and signed approval of the Request for ARC Approval for New Construction (Form A) by the Architectural Review Committee, approved plans will be valid for six (6) months.  New construction must substantially be commenced within six (6) months/one hundred and eighty (180) days from the date of approval.  Substantial commencement is defined as clearing, fill work, and stake out of the lot.  Completion of foundation work and the beginning or completion of framing is desirable by the end of this six-month period as well. 

2.
Landscaping - including planting beds, retainer walls, plantings, grass, and ground cover - must be in place and completed within thirty (30) days of occupancy or completion of the residence, whichever occurs first.

3.
After approval and issuance of the building permit, all exterior construction and landscaping must be completed and a Certificate of Occupancy issued in one (1) year from the date of commencement of construction, unless otherwise approved by the ARC.

4. If it becomes necessary to revise the schedule outlined above, for good cause, the revision should be submitted before any of the due dates have passed.  The reason for the delay is required to be submitted in writing and attached to the revised schedule to facilitate evaluation by the Architectural Review Committee and the Board of Directors.  Nonsubmittal prior to the original due dates and/or unacceptable reason for the delay could result in a fine and/or a deduction from the construction deposit.
 

5. The Charleston National Architectural Review Committee may make exterior inspections only to determine if work conforms to submitted and approved plans, specifications, etc.  Nonconformance to approved plans could result in a stop work order, re-evaluation, re-work to approved plans, a deduction from deposit, additional fines, etc. imposed by the Board of Directors.  Therefore, it is imperative that any external changes desired from approved plans be submitted and approved and granted prior to incorporation.
 

New Construction Site Guidelines

The Owner/Builder/General Contractor is solely responsible for the compliance of these guidelines by all subcontractors, suppliers, and workers on the job site.


The site

1.  All reasonable means must be taken during construction and after to protect all vegetation.

2.  A separate permit stand must be erected and properly maintained. 

3.  Only one personal job sign limited in size to not more than two (2) square feet can be erected in the area.  All other signs for the purposes other than a contractor’s personal sign shall comply with the covenants, conditions, restrictions, and easements that govern the Charleston National Subdivision.  Boards, signs, or other materials shall not be nailed or otherwise fastened to trees except for markers that need to be tied around trees.    

4.  Storage, temporary or otherwise, of materials under the drip line of trees is prohibited.  Storage should be located in planned driveways and parking areas on lots.

5.  Sediment and erosion control, and containment and control of loose paper items to prevent trash from spreading to adjacent properties shall be by means of a black silt fence employed during construction.

6.  All plantings, fixtures, fencing, and landscaping which are damaged during  construction or after – including but not limited to streets, curbs and guttering, shoulders, drainage structures, landscaped right-of-way, and common areas – shall be repaired or replaced by the owner/builder/ contractor.

7.  Construction materials, equipment, and supplies must be stored in an orderly manner.

8.  Owner(s), Builder(s), and General Contractors shall make a diligent effort to keep the work site free of trash, litter, and scrap lumber.  A suitable dumpster and/or other receptacles are required on site for construction debris, scrap, trash, and garbage, which must be contained within.  Burning of construction debris is not permitted.

9.  Property lines must be clearly defined.  Adjoining properties may not be used by workers for parking, access to the job site, storage of materials, staging of construction, equipment, placement of dumpster, or placement of portable toilet without written approval from adjoining property owner(s).

10.  Portable toilet facilities must be provided in each site and located so as not to be obtrusive.

11.  Parking of vehicles by construction workers must be on the job or in the street or street right-of-way, not on adjacent property without appropriate permission.


Construction Hours

1.
Construction activities and noise levels shall be in compliance with the Town of Mount Pleasant ordinances in effect at the time of construction.  Construction shall take place between 7:00 a.m. and 7:00 p.m. Monday through Friday, and between 8:00 a.m. and 5:00 p.m. on Saturdays.  Interior construction work only shall be permitted on Sundays from 12:00 noon to 6:00 p.m. provided such interior work does not produce a noise level that disturbs neighboring residences. 


Appearance and Behavior of Workers

1.  Shirts, trousers or shorts (no cut-offs), and shoes must be worn by workers at all times, while on the construction site.

2.  No firearms, alcohol, or other contraband are allowed in Charleston National.

3.  Only radios or CD and/or DVD players with headphones or played at acceptable volume are permitted.

4.  No loud or offensive language is allowed.

5.  Dogs brought to the job site must be in compliance with the Town of Mount Pleasant “Leash Law.”

6.  No feeding of alligators is allowed.
