Charleston National - Architectural Review Committee - Process For New Construction

Architectural Review Process for New Construction:

1. The builder/developer gives the house plans, site plan, landscape plan, and a Request for ARC Approval for New Construction (Form A) to the CNCA management company with applicable fees.

2. The management company gives the builder’s/developer’s packet of materials and a New Construction Form (Form B) to the CNCA professional building review consultant.  The management company retains the Request for ARC Approval for New Construction (Form A).

3. The consultant reviews the plans to determine that they are in compliance with the covenants and conditions as well as the restrictions and easements for Charleston National in general and for the individual neighborhood in which the house will be built.  The consultant checks the plans in light of setbacks, style, square footage, exterior color, and trees and completes the CNCA ARC New Construction Form (Form B).

4. The consultant returns the plans, completed New Construction Form, and any additional written comments within thirty (30) days to the management company and is then paid by the management company.

5. The management company gives the (1) plans, (2) New Construction Form with the consultant’s review and comments, and (3) Request for ARC Approval of New Construction form to the Architectural Review Committee.

6. The ARC reviews the consultant’s comments and reviews the building and landscape plans for aesthetics, including color and style, then dates and signs the Request for ARC Approval of New Construction form “Approve” or “Disapprove,” and returns all materials to the management company.  The management company retains the original Request form for its files.

7. The ARC informs the builder/developer of the results of the review and provides the builder/developer with a copy of the Request for ARC Approval of New Construction form noting that the plans have been approved or disapproved. The ARC retains a copy of the Request form for its files.

8.
 If/once the plans have been approved, the ARC provides the builder/developer with a copy of the Work Schedule Requirements and Construction Site Guidelines.
 
Note:  The consultant serves as a professional advisor whose views and opinions will be considered but are not binding on the ARC.  Further, the consultant does not do follow-up on-site inspections.  These are done by the town home inspector.  The ARC does monitor the construction site to see that the guidelines are being followed.

ADDITIONAL CRITERIA FOR CHARTER OAKS CONSTRUCTION

In order that houses in Charter Oaks are consistent with other homes built and/or proposed in the area, the following criteria shall apply to the building requirements for this Westchester neighborhood:

  1. Siding shall be cement board (Hardi-Plank), composite, brick, wood or stucco.  Vinyl and aluminum siding will not be approved by the ARC.

  2. Trim shall be cement board (Hardi-Plank), composite, wood, stucco, aluminum, or vinyl-clad wood.

  3. Roof material shall be metal (5v crimp, copper, etc.).  Architectural shingles will not be approved by the ARC.
