Architectural Review Procedures:

Exterior Changes... Please be reminded, all exterior changes to your home must be approved by the ARC. If you are planning on building an addition (screened porch, decks, fences, concrete walkways, etc.) or are planning on changing the color of your home, you must apply to the ARC in writing for approval prior to implementation in the field. Please be sure to have all site plans, color samples, drawings, and specifications submitted with the approval form. The form is available from the property management office at 349 Folly Rd; Suite 2B, Charleston, SC 29412, or can be downloaded here. Submit two copies of the completed forms to Domenic Grillo, 1267 Hogan’s Alley, 216-5998

For the period 8/1/2008 - 9/24/2008, all ARC Request forms should be sent/delivered to Carina Jansson, 3076 Linksland Road, 375-9049.
 

Please remember… If you proceed without the written prior approval of the ARC, you may be required to remove or correct the unauthorized addition at your own expense. For questions regarding the requirements for the submission process, please contact the management office at 843-795-8484 ext. 316.

MAILBOX REPLACEMENT AND REPAINTING  top
Many of you have asked about replacement parts and pieces for your mailboxes, including the Charleston National crests, posts and paint. The central contact for all of our mailbox components is Mahoney’s Sign Express, located at 1345-A Old Georgetown Road (behind K-Mart). The phone number is 884-9053. If enough of us place orders, Donny Mahoney will offer us the following prices: complete mailbox and post $180, mailbox only with address $22.50, Charleston National emblem in sandblasted redwood $20 each (you need two), post without arm $72, post arm only $22, post arm brace $26.50. Installation for the complete post is $32.

The paint is Lord & Evans, available at 2171 Highway 17N (856-8899) and on file under Naylor’s Professional Painting. Be sure to ask for Charleston National Forest Green (not Charleston Green, which is nearly black).

Don’t forget to put your street address on the mailbox, too. Numbers and capitalized block letters should be 1” high and placed on both sides of the mailbox. This identification is not just important to the postal workers who deliver your mail. In the event of an emergency situation, the police, firefighters, and emergency teams will be able to locate you quickly.

ARC Update  top
This report provides an opportunity to review some of the issues addressed by Charleston National’s Architectural Review Committee since the beginning of the year.  We see it as a chance to maintain good communication with our neighbors and, thereby, enhance cooperation and support in our efforts to help maintain quality of life and property values in Charleston National.

In addition to my role as Chair of the ARC, we have five other committee members, who regularly demonstrate their support by giving their time to participate and by meeting their respective responsibilities.  Together with the management company, the ARC conducts regular tours of the neighborhood to monitor compliance with our C&Rs.  During 2006 the ARC received, reviewed, processed, and approved 50 exterior home improvement/modification project requests.  My thanks to each member for what you do to support this community

In recent months, the neighborhood has seen an increase in the number of household goods containers (or PODs) that are being left in Charleston National driveways.  PODs fall into the same category as a truck, trailer, or commercial vehicle and, therefore, are not allowed under our Covenants and Restrictions (C&Rs). In June, 2006, the Community Association (CNCA) Board approved a new policy in response to this issue.  A summary follows:

  • The new policy allows PODs to be in place for no longer than two weeks, in the case of a household move. 
  • Prior permission will be granted automatically if a complete home improvement/property addition request is submitted to the ARC.  Forms are available from the property management company or any Board/ARC member and, also, online Click here to download the ARC form. (please allow at least one week for approval and processing). 
  • Please post the approved ARC request form on the POD visible from the street to prevent violation notices.
  • If a homeowner or renter orders a POD without an ARC permit, the owner can expect to receive an initial violation letter from the property management company explaining this policy. 
  • Once the owner receives a second violation notice or notice that a two-week permit has expired and the POD remains in place, he/she/they will be subject to a fine and given the opportunity to appear before the CNCA Board of Directors for a hearing, like any other repeat offender. 

This policy has been developed as a compromise between an unacceptable proliferation of unsightly commercial equipment in our neighborhood for long periods and a reasonable position to help residents reduce the cost of household moves.  Please cooperate to help CNCA control any abuse of this new policy.

Our community continues to see the following as frequent infractions of the C&Rs:

1.  Trash and yard debris are being left at the street for pick up more than one evening before garbage collection.

2.  Garbage cans are stored regularly in plain view from the street.

3.  Vehicles, including boats and trailers, are parked overnight on grass areas or blocking sidewalks

Some of these may bring fines to the homeowner from CNCA. More importantly, though, infractions 1 and 3 above can present safety hazards. So, when you leave items along the streets, please consider public safety.

For your own family’s safety, we again ask that you check to see if your home complies with regulatory standards regarding street address numbers. Mount Pleasant police, fire fighters, EMS, postal workers, and many others rely upon clearly visible and readable numbering to quickly and correctly locate a citizen’s home in emergency and routine circumstances. Numbers should be displayed in minimum three-inch high numerals in plain view on the front of each home within 50 feet of the street. They also need to be displayed in minimum one-inch high numerals on each mailbox, facing the approaching traffic on your side of the street. Mailbox numbers require no formal approval to add or replace them. New numbers on the front of your home should be submitted for ARC approval using the standard ARC permit request form.

Partly as a result of the recent change in management companies, your association expects to be enforcing violations of our C&Rs more quickly. Enforcement may appear to be more aggressive, but we are just trying to act in a more timely manner, improve the effectiveness of the process, and better utilize the results of volunteer time already being donated by members of the ARC and the Board of Directors.
As a final note, the Community Association is in constant need of property owners who are willing to serve on the ARC. Please consider giving a little of your time and talents by getting involved, taking an active part in your Community Association, and helping to make Charleston National an even better, safer, and more attractive place to live.
